Mission Statement

Founded in 2021, Hlimoo Sustainable Solutions provides critical services in the operationalization of Free, Prior, and Informed Consent for Indigenous Peoples in the sustainable development of their lands and resources.

Working with First Nations/Indigenous Peoples, government, philanthropic organizations, NGOs, industry, and academia, Hlimoo serves a multitude of needs with virtue, integrity, and neutrality. 

Services Provided

Tara Marsden is an independent consultant offering a range of services based on 20+ years of experience working on Indigenous lands and resources and governance issues. Tara has worked for and collaborated with government, industry, academia, philanthropic organizations, and NGOs. She has a Master of Arts degree in Political Science, from the University of Northern British Columbia.

First Nation policy development: water, lands, land use planning, cultural heritage resources, and other policies to support sustainable development and Free, Prior and Informed Consent

First Nation program development: Indigenous guardians programs, employment and training programs

Environmental Assessment coordination & Indigenous-led assessments: individual or multi-First Nation assessments of major development projects

Negotiation support: coordination, community engagement, and negotiation on Crown and industry agreements

-Research & professional writing: historical, title and rights strength of claim/case, community-based surveys and interviews, academic

Governance: reviving and restoring traditional forms of governance, interface between elected and traditional governments, shared-decision making with Crown governments

Supporting industry clients: operationalizing Free, Prior and Informed Consent, advising on Indigenous Relations, agreement negotiations support, Indigenous Peoples policy development and implementation, collaborative research, building partnerships with NGOs and philanthropic organizations

Supporting government clients: coordination of initiatives with multiple First Nations, development or enhancement of Indigenous Guardian programs, land use planning with First Nations, shared decision-making, legislative reform/review with Indigenous peoples

Supporting philanthropic organizations and NGOs: project management or joining a team in range of projects on sustainable resource management and Indigenous peoples partnerships
